Beech Grove Fire Department to Receive Homeland Security Grant Award
BEECH GROVE, IN - Fire Chief Robert Cheshire announced today that the Beech Grove Fire Department received notification that the department's grant application submitted under the Department of Homeland Security FY 2012 Assistance to Firefighters Grant Program has been approved for award. Fire Chief Cheshire stated, "This award is for much needed personal protection outerwear while on emergency medical responses. This protection equipment will allow our firefighters an alternative for wearing firefighting gear, while being provided optimum protection against blood borne pathogens and other liquid exposures." "The Beech Grove Fire Department requested $16,625.00 and we are receiving $15,794.00. Our part of the grant will be $831.00. Currently all of our new personnel hired in 2012 have been equipped with the new outerwear. This grant will allow us to outfit the remainder of the department." Fire Chief Cheshire thanked Operations Chief James Pierce for completing all research and submitting the grant. He also thanked the Board of Public Works and Safety and the City Council for their continued support of the Beech Grove Fire Department. |

Main Street Project Update
BEECH GROVE, IN - The utility relocation project that is currently being worked on should be complete in early 2013. Once that project is completed the Main Street Improvements will begin. Mayor asks Beech Grove residents to stay off roads this evening, City Hall to re-open tomorrow, additional snow-related updates
BEECH GROVE, IN -- PLEASE STAY OFF LOCAL ROADS THIS EVENING: Beech Grove Mayor Dennis Buckley is asking Beech Grove residents to stay off local roads this afternoon and evening so the Department of Public Works can continue clearing streets following today's storm. DPW crews will be working through the night. If you have a driveway, please assist our DPW by moving your vehicle off of the street so crews can adequately clear snow from your street. CITY OFFICES: Beech Grove City Hall will reopen tomorrow (12/27) at 8 a.m. Hornet Park Community Center and the Beech Grove Senior Citizens Center will remain closed Thursday and reopen on Friday (12/28). TRASH PICKUP: Trash pickup is operating on a one-day delay. If your trash was scheduled for pickup today, it will be picked up tomorrow. EMERGENCY REMINDERS: Please call 911 only in an emergency, not for transportation. If you have a chronic illness or suffer from heart disease, please do not shovel snow. GENERAL SNOW REMOVAL INFORMATION: Beech Grove has retained three local contractors to assist DPW with snow removal. The city has used approximately 160 tons of salt to assist in clearing approximately 65 miles of roads within our city. |

Beech Grove Department of Public Works Encourages Residents to Mulch or Bag Leaves
BEECH GROVE, IN - In an effort to be more environmentally conscious, the City of Beech Grove would like to discourage residents from putting all of their yard waste into the street. This practice allows a higher percentage of unwanted waste such as leaves, sticks, grass, etc to ultimately end up in our storm sewer system causing blockages that can lead to flooding and expensive repairs. The Department of Public Works is encouraging residents to mulch or bag their leaves. Bagged leaves may be put out on your trash day for regular trash collection. INDIANAPOLIS, IN - Citizens Water is working to replace failing septic systems with sanitary sewer in the South Keystone Area. The project will include installing new sanitary sewers, manholes, a sanitary lift station and street resurfacing. The anticipated construction period is Winter 2012 to Fall 2015. Main Street Project Set to Begin With Water Main Relocation...
Hunt Construction Group will be the contractor performing the water main relocation work for Citizens Energy Group. This work is being done in conjunction with the Main Street Improvement project and needs to be done ahead of the road contractor. Hunt intends to bring materials to the project area the week of September 24th and then begin construction work on the water main the week of October 1st. The initial work will be between the bridge (west of 11th Avenue) and 8th Avenue and all side streets within this area (out to the first cross alley away from Main Street). This work will require the closure of the parking lanes but the contractor will maintain east-west traffic on Main Street with minimal short term closures due to roadway crossings. No water services will be affected in the beginning but within a few weeks the new services will need to be connected and this work will result in water service outages of approximately 3 to 4 hours at each residence/business. These will not be all at the same time so Hunt will coordinate with each parcel by going door to door or leaving flyers with information. If you have special circumstances they will work with you to coordinate the best time for the service connection. Once the work is done up to 8th Avenue, then work will proceed going east along Main Street to Emerson Ave and will be performed one block at a time from there on and each block will be closed to all traffic for up to 5 days. Again, this work will include the water mains on the side streets out to the first cross alley away from Main Street. This work will continue into the winter months until all water main installation is complete. Again, there will be continued communication with all residents and businesses affected for both road closures and service connections. During all of this work, emergency traffic will be accommodated within the construction areas if necessary. More information will follow for the road contractor and their schedule. We still expect them to begin on the project by late October 2012. |

Main Street Reconstruction Information Meeting

Mayor Ballard Declares Water Shortage Warning in Marion County
INDIANAPOLIS - On July 11, 2012 Indianapolis Mayor Greg Ballard issued an Executive Order declaring a Water Shortage Warning in Marion County. The Executive Order contains mandatory water use restrictions, including a ban on lawnwatering. The restrictions and exemptions outlined in the Executive Order take effect Friday, July 13, 2012, and apply to residents in all Marion County communities except Lawrence and Speedway, which operate their own water systems. Voluntary restrictions remain in place until the mandatory water use restrictions take effect. The Executive Order in its entirety is available HERE. |
Mayor Buckley Extends Ban on Personal Fireworks and Open Burning
On the heels of the hottest days on record Mayor Dennis Buckley has issued a second emergency proclamation banning the use of personal fireworks and open burning in the City of Beech Grove. This is due to the continuing drought conditions and the significant threat of fires. Offenders face fines of up to $2500. Mayor Buckley's second proclamation, Executive order No. 2, 2012, is endorsed by the City Council and will be in effect from 9:00am on July 7, 2012 through 9:00am on Saturday, July 21, 2012. This proclamation rescinded or extended depending on weather conditions and does not apply to professional fireworks displays licensed by the State of Indiana. |

Beech Grove Fire Department Awarded a Bridgestone/Firestone Trust Fund Grant
BEECH GROVE, IN - The Beech Grove Fire Department has received a grant from the Bridgestone/Firestone Trust Fund in the amount of Two-Thousand-One Hundred Dollars to continue outreach programs concerning Injury Prevention education in the City of Beech Grove. Fire Chief Robert Cheshire said, "The objective of our Injury Prevention Program is to reach out to as many people as possible to teach Fire Prevention, First Aid, C.P.R, Dialing 911, and the proper usage of A.E.D’s. These basic programs are vital for the life safety of the community that we serve." "Performance measures have been established and are currently used for every program that we implement. As in years past, I thank the Bridgestone/Firestone Trust Fund for everything they have done for the citizens of Beech Grove." |
Beech Grove City Council Approves 2012 General Obligation Bond Issue
At their July 2 meeting the Beech Grove City Council passed Ordinance No. 18 on third and final reading, approving the 2012 General Obligation Bond presented in May. The Council also approved Ordinance No. 19, appropriating the bond proceeds. Department Heads will now move forward with improvements within their respective departments. |
Mayor Buckley Declares Emergency and Places a Ban On the Personal Use of Fireworks
BEECH GROVE, IN -- On the heels of the cancellation of the Beech Grove Promoters Club’s Annual Fireworks Display in the Beech Grove Park scheduled for July 3, 2012, this afternoon Beech Grove Mayor Dennis Buckley issued an emergency proclamation for the City of Beech Grove banning the use of personal fireworks displays in the City of Beech Grove. This is due to the drought and the significant threat of fires resulting therefrom. Be advised that any offenders of this proclamation face a fine up to and including a fine of Two Thousand Five Hundred Dollars ($2,500). Please note that this proclamation does not apply to professional fireworks displays licensed by the State of Indiana. Mayor Buckley's proclamation on private use of fireworks takes effect immediately, and shall last remain in effect until Saturday, July 7, 2012. This proclamation may be rescinded or extended depending on the weather conditions. |
Beech Grove Promoters Club Fireworks Rescheduled
BEECH GROVE - The new date for the Beech Grove Promoters Club Annual Fireworks is August 25, 2012 in Sarah T. Bolton Park. The City of Beech Grove and the Beech Grove Promoters Club will present a day of fun filled activities. Beech Grove’s own “Pure Gold” band will kick-off the live music at 7:30PM, free of charge to the citizens of Beech Grove and surrounding areas. Local not-for-profit groups will be selling food and beverages and a local DJ will provide music both before and after the live sets. Beech Grove Promoters Club July 3rd Fireworks Postponed Due to Dry Conditions
BEECH GROVE, IN - The Mayor's Office met this afternoon with the Beech Grove Promoters Club, our local fire and police departments and Circle City Pyrotechnics to discuss the extreme dry conditions in regards to the July 3rd fireworks held in Sarah T. Bolton Park. The decision was made to pospone the scheduled fireworks. The City of Beech Grove along with the Beech Grove Promoters Club will be meeting to set another date to continue the tradition of excellent fireworks. Beech Grove Fire Department Restricts Special Permits for Outdoor Burning
BEECH GROVE, IN - Currently due to the hot weather and lack of rain, the City of Beech Grove Fire Department quit issuing Special Permits for outdoor activities. Over the last week the department has seen an increase of grass/ miscellaneous fires. Below is an explanation of how these burn bans occur. Restrictions on outdoor burning activities or "burn bans" can be ordered by the local fire chief for his or her jurisdiction, or may be imposed by the legislative body of a city, town or county. While the Indiana State Fire Marshal's Office does not declare local burn bans, the Indiana State Fire Marshal supports local efforts to reduce the fire risk escalated by continuing dry weather. According to the 2008 Indiana Fire Code, Section 307.1.1 "The fire chief is authorized to require open burning be immediately discontinued if such open burning constitutes a hazardous condition." Restricting the Use of Fireworks The use of fireworks is NOT covered under the "open burning" provisions of Section 307.1.1 of the Fire Code. In other words, issuing a burn ban does NOT prohibit or restrict fireworks use in your jurisdiction. Indiana Code 22-11-14-10.5* prevents local ordinances from prohibiting the use of fireworks (A) between the hours of 5:00 p.m. and two (2) hours after sunset on June 29, June 30, July 1, July 2, July 3, July 5, July 6, July 7, July 8, and July 9; (B) between the hours of 10:00 a.m. and 12:00 midnight on July 4. However, local fire departments and legislative bodies can certainly appeal to their constituents to voluntarily refrain from using fireworks during these times. Local ordinances can prohibit the use of fireworks on the other days of the year. |

Beech Grove Fire Department Responds to June 11 Residence Fire
BEECH GROVE, IN - Fire Chief Robert Cheshire reported the Beech Grove Fire Department responded to the 200 block of N. 19th on a reported Residence Fire June 11th at 23:30 Hrs. Upon arrival initial crews found heavy fire and smoke coming from the first floor bedroom. Beech Grove firefighters were able to keep the fire from spreading throughout the residence. There were over 34 firefighters on-scene to contain and extinguish the fire. Two residents were home at the time of the fire and able to self-evacuate and no civilian or firefighter injuries occurred. Victims assistance provided by 1-800-Board-Up and secured the residence. The fire was ruled accidental caused by a candle next to a mattress. The approximate dollar loss is over $22,500.00. During the fire a 6" water main ruptured. Citizens Water is currently working on 19th Street this morning. Both of the departments's primary Engine's were inservice. |

Beech Grove City Council Names Sarah Bolton Ball Diamond for Richard "Dick" Templin
BEECH GROVE, IN - The Beech Grove City Council has approved naming the baseball diamond in Sarah T. Bolton Park in honor of Richard "Dick" Templin. Dick Templin was a lifelong resident of Beech Grove, served 24 years on the City Council, managed Beech Grove's American Legion Baseball Team for over 35 years, scouted for the Philadelphia Phillies, and was inducted into the Beech Grove Little League Hall of Fame. The name Richard "Dick' Templin Field will become effective on July 20, 2012. |

BEECH GROVE, IN - The Beech Grove Parks Department is pleased to announce their 2012 Programs. There are many fun and educational activities and events planned for the summer. Resolution No. 2 for 2012 Bond Issuance Passes by Unanimous Voice Vote
BEECH GROVE,IN - A 2012 Bond Issuance became Resolution No. 2 for the City of Beech Grove. The city is seeking approval to obtain a bond for almost two million dollars. Mayor Buckley said, "The bond will be used to purchase a new fire truck and ambulance, replace roofs on municipal buildings, and provide two new shelters for the parks. It also will be used toward the Main Street project and to assist in bringing Beech Grove into compliance with ADA standards, repair the erosion on the creek bank in Sarah T. Bolton Park and many other projects badly needed by a city that has been neglected for too many years." Department Heads for the City of Beech Grove came before the Council with a list of items that are in need of repair or replacement. Financial Adviser Jeff Peters stated that the city can afford this. Clerk Treasurer McMillan gave a summation on the city finances. Both Peters and McMillan agree that there is money in the budget to support this. The next step is to draft an ordinance which will be brought before the Council on May 21 or June 4. Councilors John Jennings and Anthony Davidson both want to see the bond tweaked. |

The City of Beech Grove Welcomes Two New Firefighters to BGFD
BEECH GROVE, IN - Today Mayor Dennis Buckley swore in Ryan Cobb and Austin Hruban to the rank and file of the Beech Grove Fire Department. Both new firefighters are replacing firefighters who have resigned and retired. Congratulations to Firefighter Keith Maar on his retirement . Keith contributed 30 + years to the citizens of Beech Grove. Thank you for your service Keith. The BGFD is in the process of hiring two more firefighters to replace Don Oakley and Bruce Sallee who will be retiring in June. South Grove Park Renamed in Honor of Don Challis BEECH GROVE, IN -- At last night's City Council Meeting the vote was unanimous to rename South Grove Park as "Don Challis Park". Don's children, family and friends were present for the reading and the vote. Longtime family friend Mr. Lloyd Wright and daughter Alyson Challis Gurganus addressed the Council and Mayor Buckley. Both gave moving tributes and a great history of Don's 29 years of service to the City of Beech Grove, the Parks Department and the youth. SEEK VOLUNTEERS FOR CLEAN-UP BEECH GROVE DAY AND CLEAN-UP IN THE PARKS BEECH GROVE, IN - On Saturday, April 21, 2012 the Beech Grove Promoters Club, Beech Grove Board of Parks & Recreation and the Beech Grove Greenscape Commission are sponsoring the Annual Main Street Clean-Up and Parks Clean-Up Day. Assisting the volunteers will be members of the Beech Grove Park Department and the Beech Grove Sanitation Department. Main Street Clean-Up: Begins at 7:00 AM with all volunteers meeting at Main Street and 4th Avenue. Trash bags and work gloves will be supplied. Parks Clean-Up: Begins at 10:00 AM with volunteers meeting at the maintenance building at Sarah Bolton Park. Work gloves, all tools and supplies will be furnished. City of Beech Grove Town Hall Meeting
Wednesday, March 28, 7:00pm - 8:00pm City Hall Council Chambers Mayor Dennis Buckley will be hosting a Town Hall Meeting on Wednesday, March 28 as the first step in planning for Beech Grove’s participation in Faith, Hope and Love Week, July 22-28. Merlin Gonzales, founder of Faith, Hope and Love Ministry (FHL) will be on hand to give a brief history of the organization and its mission, and introduce Neighborhood Makeover. FHL has been connecting volunteers and resources to meet community and neighborhood needs in the Indianapolis area since 2005. Participants will be asked to help identify neighborhood needs and resources for addressing those needs. St. Francis Beech Grove Moving Out Their Remaining Patients
As patient census dropped on Tuesday, St. Francis decided to move their remaining patients to St . Francis South.
Walk -Ins for the Emergency Room will continue through Friday and a few departments will remain open. No new admissions are being taken for St. Francis Beech Grove. |
Mayor Buckley Meets with Mayor Ballard On Main Street Compliance Issues
BEECH GROVE - Mayor Dennis Buckley recently met with Mayor Greg Ballard to discuss the matter of compliance violations targeting Main Street businesses. Mayor Buckley requested an end to the selective inspections and asked that he be informed of any future anonymous complaints. His desire is to communicate directly with businesses within the city to address any concerns. Mayor Buckley stated he wants Mayor Ballard "to understand that we are all working together as a community to grow Beech Grove and and provide a welcoming environment for economic stability and expansion." Mayor Buckley Responds to St. Francis Proposal
BEECH GROVE - Mayor Buckley has issued the city's response to Mr. Brody, president and chief executive officer of Franciscan St. Francis Health, regarding their proposal for the use of the Hornet Park Community Center. The proposal was voted down by both the Parks Board and the Board of Works. The Mayor also assured Mr. Brody that he will continue to work with St. Francis as they develop a plan of action to be implemented following the closure of their Beech Grove facility. |

INDIANAPOLIS—The single best way to help disaster survivors in southeastern Indiana is with a cash donation to a legitimate relief agency, such as the American Red Cross, operating in the area. The type and amount of items needed can change hourly in pace with the rapidly evolving emergency situation. Cash is far more flexible than goods and allows voluntary agencies to more quickly acquire the supplies needed to address the most urgent needs. Well-meaning individuals who show up to help without prior contact or coordination with disaster management personnel in southern Indiana can further complicate or even hinder response and recovery operations already underway. Beech Grove Fire Department Awarded Grant to Purchase New Heart Monitors
Beech Grove Fire Department Chief Cheshire announced yesterday that the Department received a letter from Senator Lugar informing them they have been awarded a grant from the Department of Homeland Security in the amount of $110,200.00 to purchase new Heart Monitors. Chief Cheshire congratulated Chief Pierce on all his hard work in obtaining this grant. Way to go Chief Pierce and BGFD! |

Selected Beech Grove Businesses Receive Citations. Mayor Buckley and Indianapolis City Councilors Frank Mascari, Pam Hickman, and Brian Mahern Respond
On February 10th a selected few Main Street businesses received letters on non compliance issues from the Department of Code Enforcement related to dumpsters and signage. Most were given until February 23rd to correct the issues, or face severe penalties and fines. Mayor Buckley along with Indianapolis City Councilors, Frank Mascari, Pam Hickman, and Brian Mahern immediately responded and contacted the Department of Code Enforcement. Between their joint efforts they were able to obtain an extension for the Main Street Businesses until April 12th. Business owners were grateful. To the left you can review the letter Mayor Buckley sent to Main Street businesses with envelopes addressed to " Friends of Our City ". A business owner wishing to remain anonymous was quoted as saying, " I do feel like we finally have a friend to business on Main Street with Dennis Buckley as Mayor".

The Board of Works Votes to Move Forward with the Purchase of a New Ambulance
With St. Francis Hospital Emergency Department closing sometime between March 12th and March 17th, the Board of Works has voted to allow the Fire Department to purchase a new ambulance without delay, in accordance with IC 5-22-04. This state statute allows the city to go forward and purchase necessary equipment to protect the public's health. I'm sure everyone is aware that Medic One (our newest of the two ambulances that the city owns) was involved in a terrible accident, through no fault of their own. Beech Grove has been relying on one ambulance that is a 2000. Out of concern for the safety and well being of the Citizens of Beech Grove it is imperative that the city move forward with this purchase as quickly and responsibly as possible. Parks Board Declines Proposal From St. Francis
The Parks Board voted Monday night to decline the offer from St. Francis Hospital. Many Citizens attended to voice their comments and concerns. The Parks Board determined that the offer from St. Francis would require the loss of too much space in the Community Center and would not allow the facility to continue serving the public as intended. The Board also decided to review and acquire more information regarding the proposal from Community Health Network. Community Health Network is proposing a less intrusive Wellness Clinic in the Community Center. They also plan to acquire property on Emerson Avenue for a 24-hour Urgent Care Center to be opened in 2013. The Parks Board, Board of Works and Mayor Buckley have been reviewing these proposals for Emergency Medical Services for the City of Beech Grove. St. Francis Hospital is planning to move from it's Beech Grove facility March 12th - March 17th. Mayor Buckley has stated that plans for alternative Emergency Services for the Citizens of Beech Grove should have been in place a year ago. |

_Community Hospital Network Presents Their Proposal.
Yesterday, Community Network presented their proposal for the use of a portion of Hornet Park Community Center. Community Network has stated they are interested in eventually opening a 24 hour/ 7 day a week/ 365 days a year Out Patient Care Facility in a free standing building on Emerson Avenue close to Beech Grove. Mayor Buckley has been in negotiations with both Community Network and St.Francis Hospital/Franciscan Alliance trying to maintain some kind Emergency/Med-Check Services here in the City of Beech Grove. |

Medic 102 City Employees Recovering From Terrible Accident. Let's Keep them in our Prayers.
On Monday January 30th Medic 102 was returning from St. Francis South, North-bound on Arlington Ave. A passenger vehicle traveling South suddenly crossed over two lanes of traffic and struck Medic 102 head-on with severe damage impacting the passenger side of our Ambulance. One of our employees was transported emergent to I.U (Methodist) and the other released on-scene and sent to Methodist for evaluation. The driver of the other vehicle stated to Police Officers on-scene that she fell asleep. Our employee’s are sore but are doing well. We are very thankful they were able to walk away from this terrible accident without permanent injury. Today St.Francis will present their proposal for the use of a portion of Hornet Park Community Center. St. Francis Hospital has stated it will be moving their Beech Grove Campus in late March. Mayor Buckley has been in negotiations with both Community Hospitals and St. Francis Hospital trying to maintain some kind Emergency/Med-Check Services here in the City of Beech Grove. Change is coming across the State of Indiana
Last week I attended a three day conference sponsored by IACT for newly elected Clerk Treasurer's. It was a great opportunity for me to network with Clerk Treasurers across the state. Charlie Pride from the Department of Local Government and Finance (DLGF) reported that the conference had a ninety percent turnout of newly elected Clerk Treasurer's across the state. The hot topic criss crossing our state today with small towns and cities is the issue of Sewer Billing - Landlord vs. Tenant. With rentals on the rise this has become a nightmare for Clerk Treasurer's across the state. The tax payer dollars are increasingly being spent trying to collect on delinquent sewer bills from rentals. Many cities and towns have already adapted ordinances that specify "only the property owner" can be billed for sewer charges, many others are in the process, and many are just beginning to investigate. Clerk Treasurer's across the state are networking on this very important issue. The city of Beech Grove has passed an ordinance on "First Reading" that will dictate to the Clerk - Treasurer's office to bill the “property owner". General Ordinance No. 1, 2012. It will come before the Council for the second and third reading on February 6, 2012. I encourage you to investigate the issue and contact your Councilor with your thoughts. State Board of Accounts Audit Request
Mayor Buckley and Clerk Treasurer Dan McMillan submitted an audit request to the State Board of accounts on January 3, 2012. Clerk Treasurer Dan McMillan received a telephone call from the State Board of Accounts stating that the request has been denied. He was told questions and concerns can be brought to the attention of the auditors when they perform their annual audit this year. It is against state law to bring an outside agency in to perform an audit. All questions and concerns will be submitted to the State Board of Accounts upon our next audit. |

I also encourage everyone to watch the Board of Sanitation & Works Meetings from January 3, 2012. Public Works Director Brad Meriwether gave an update on the city sewer system and trash trucks. Wessler Engineering also reported that in the past Beech Grove performed a Sewer Preventative Maintenance Project each year. The projects included sewer linings, replacing manhole covers, and upgrading manhole covers. This stopped in the early 2000's, reported Brent from Wessler Engineering. Wessler Engineering has been with the city for over 2 decades. Mayor Buckley stated" the past is the past". He also said we're going to work on our sewers and we're going to fix it. |

The City of Beech Grove is pleased to announce that due to our Police Department's Asset Forfeiture Program, funds are available to paint and install matching emblems on the new police cars to be purchased later this year. Our Beech Grove Police Department works very hard to obtain convictions on crimes committed locally and in doing so there are often criminal assets seized that carry high value. We are fortunate that this value translates to dollars that can be reinvested in our public safety departments without burdening our taxpayers.

City Council Votes - Appoints Diana Hendricks to the Board of Zoning and Appeals...
On Tuesday January 3rd 2012 The Beech Grove City Council voted to appoint Diana Hendricks to the Board of Zoning and Appeals.
A motion was made by John Jennings to nominate Ed Bell for the position of President Pro Tempore. It was seconded by Mary Stewart. No other nominations were put forth. Ed Bell accepted the nomination, and nominations were closed. In a 6 - 0 ballot vote the Council unanimously voted in District 2 Councilman Ed Bell as their President Pro Tempore. Ballots are on file at the Clerk Treasurers Office and available for public viewing.
The Council will hold a special meeting Tuesday, January 17th, 2012, 7:00pm at Beech Grove City Hall.
The Board of Works and Safety will hold their mid-month meeting at 6:00pm prior to the Special Council Meeting.
